It means, that the car uses 5.6 liters of petrol to cover 100 kilometers, at a constant speed of 90 kilometers per hour.

5.6 liters is about 1.5 gallons US-liquid.
5.6 liters is about 1.2 gallons UK.
100 kilometers is about 62 miles.
90 kilometers per hour is about 55 miles per hour.
7.3L is consumption over 100 kilometers at a speed of 120 km/h.
9.4L is consumption over 100 kilometers of city driving.
I had never tryed to let it real happend that it will use 5.6 L to cover 100 km of a constant speed of 90. Never.

That's 7.7L/100Km, or something like that. That's about what I'm getting on average as well. :)
